The Superintendent or designee will oversee the District's electronic communications system.
The District will provide training in proper use of the system. Employees will receive a copy of this Regulation document. Acceptable Use Guidelines for students will be printed in student handbooks. All training in the use of the District's system will emphasize the ethical use of this resource.
Employees using the system should not have any expectation of privacy. The technology system and all information contained therein remains the property of the District
Consent requirements
• Only district licensed software, or freeware approved by the Superintendent or designee, may be installed and used on district computers.
· No work or personally identifiable information shall be posted to a District controlled web page without the express consent of the Superintendent or designee.
· The District reserves the right to post original work created by any District student or employee on a web page under the District's control. Original work will not be posted if the student's parent or the District employee has notified the District in writing requesting that their work not be displayed.
· · No personally identifiable information about a District student will be posted on a webpage under the District's control unless the District has received written consent from the student's parent. An exception may be made for "directory information" as allowed by the Family Education Rights and Privacy Act and District policy. This includes student pictures posted on campus or District websites. (See CQ Webpage Development and policies at FL)
Access to the District's electronic communications system will be governed as follows:
1. As appropriate, District employees/ authorized users may be granted access to the District's system through Technology Services.
2. Students may be granted access to the District's system by their teachers, as appropriate and with required training/ review of LISD Internet Acceptable Use Guidelines. Students may not access the Internet if their
parents have notified the District requesting that their child not be allowed to use the Internet.
3. Campus and District coordinators may assign individual accounts and passwords to students when appropriate.
4. A teacher may apply for a class email account, and in doing so, will be ultimately responsible for use of the account. Teachers with accounts will be required to maintain password confidentiality by not sharing passwords with students or other users. The teacher is responsible for monitoring all correspondence.
5. Any system user identified as a security risk or as having violated District and/or campus computer use guidelines may be denied access to the District's system.
6. By using District software and equipment, system users are agreeing to abide by District policies and guidelines.
Executive Director of Technology Services:
The Executive Director of Technology Services or designee for the District's electronic communications system will:
• Be responsible for enforcing applicable District policies and acceptable use guidelines for the District's system.
• Approve all software and/or computer hardware to be connected or used on the Leander ISD system, whether purchased, donated, networked, or stand-alone.
• Ensure that all software loaded on computers in the District is consistent with District standards and is properly licensed.
• Be authorized to monitor or examine all system activities, including electronic mail transmissions, as deemed appropriate to ensure proper use of the system.
• Be authorized to establish a retention schedule for messages on any electronic bulletin board and to remove messages posted locally that are deemed to be inappropriate.
• Set limits for data storage within the District's system, as needed.
Campus Coordinator Responsibilities:
As the campus-level coordinator for the electronic communications system, the Principal or designee will:
1. Ensure that employees who use the District’s system are provided training and in turn provide training to students emphasizing the appropriate use of the resource.
2. Be authorized to monitor or examine all system activities by students, as deemed appropriate to ensure proper use of the system.
Individual User Responsibilities and On-Line Conduct
Standards that apply to all users of the District's electronic information/communications systems:
1. The individual in whose name a system account is issued will be responsible at all times for its proper use.
2. System users may not use another person's system account without written permission from the campus administrator or District coordinator, as appropriate.
3. System users must purge electronic information in accordance with established state records retention guidelines.
4. System users must sign off their computers when not in use. System users must not share passwords and must change passwords in accordance with District directives.
Acceptable Activities:
1. The system should be used for student centered activities and research in support of Leander ISD educational objectives under the supervision of a qualified staff member.
2. The system may be used for research and communications as allowed by District policy and guidelines by Leander ISD staff members that have fulfilled training requirements and have been granted access.
Prohibited Activities:
1. Making unauthorized copies of software, or using software in violation of the license agreement is absolutely prohibited
2. The system may not be used for illegal purposes, in support of illegal activities, or for any other activity prohibited by District policy or guidelines.
3. Transmission or access of any material in violation of any U.S. or state regulations, including, but not limited to, obscene or threatening material, copyrighted material, or material protected by trade secret is prohibited.
4. Use for commercial activity, product advertisement or political lobbying is prohibited.
5. Students may not distribute personal information about themselves or others by means of the electronic communication system.
6. Students may not access the system without supervision by a qualified staff member.
7. Students may not incur or attempt to incur any financial liability. This includes, but is not limited to, accessing any fee-based services.
8. System users may not redistribute copyrighted programs or data except with the written permission of the copyright holder or designee. Such permission must be specified in the document or must be obtained, in writing, directly from the copyright holder or designee in accordance with applicable copyright laws, District policy, (EFE Legal, Local, Exhibit) and administrative regulations. Copies of any such authorizations must be provided to the District Technology Director.
9. System users may not send or post messages that are abusive, obscene, sexually oriented, threatening, harassing, damaging to another's reputation, or illegal.
10. System users may not purposefully access materials that are abusive, obscene, sexually oriented, threatening, harassing, damaging to another's reputation, or illegal.
11. System users may not waste District resources. Storage of personal, redundant, or out-of-date materials wastes valuable and expensive resources. Users are periodically to review their files and delete unnecessary information.
12. Electronic mail to "everyone" in the District/ Campus is prohibited without specific approval of the Principal, Department Director, or Technology Director. For dissemination of personal information to non-specific audiences, users must utilize district bulletin board system.
13. Due to their causing sudden spikes in demand for system time, participation in electronic mail chain letters is prohibited.
14. System users may not gain unauthorized access to resources or information.
15. Sharing parents’ email addresses.
16. Any attempt at circumventing Internet content filtering is prohibited. Disabling a filter for student use is prohibited as per federal law. (Child Internet Protection Act CIPA)
More Information
• System users should be mindful that use of Leander Independent School District school-related electronic mail addresses might cause some recipients or other readers of that mail to assume they represent the District or school, whether or not that was the user's intention. Users must be careful to identify personal opinions or statements as their own.
• Leander I.S.D. reserves the right to examine all data stored in all district computer systems to make sure that all users are in compliance with these regulations. Leander I.S.D. also reserves the right to use electronic means to restrict access to questionable material and to track and monitor system use, including electronic mail, Internet, and files.
Vandalism Prohibited
• Any attempt to harm or destroy District equipment data, or data of another user of the District's system, or any of the agencies or other networks that are connected to the Internet is prohibited. Deliberate attempts to degrade or disrupt system performance are violations of District policy and administrative regulations and may constitute criminal activity under applicable state and federal laws. In such cases, the District will file charges. Such prohibited activity includes, but is not limited to, the uploading or creating of computer viruses.
• Vandalism as defined above will result in the cancellation of system use privileges and will require restitution for costs associated with system restoration, as well as other appropriate consequences. [See DH, FN series, FO series, and the Student Code of Conduct]
• File deletions are only permitted when the information is obsolete or unnecessary. Employees vacating their positions are not to delete files without permission of their supervisor, as these files may be necessary for ongoing department/ campus operations.
Forgery Prohibited
• Forgery or attempted forgery of electronic mail messages is prohibited. Unauthorized attempts to read, delete, copy, or modify the electronic mail of other system users, deliberate interference with the ability of other system users to send/receive electronic mail, or the use of another person's user ID and/or password without written permission from the campus administrator or District coordinator, as appropriate, is prohibited.
Participation in Chat Rooms and Newsgroups
• Students are prohibited from participating in any chat room or newsgroup accessed on the Internet.
Development of Web Pages
Purpose: To provide a means of communication with the global community for the purpose of:
· Providing information about our schools, curriculum and instruction, activities and organizations, and specific teachers, classrooms or classes
· Provide a means for students to research, create, and present assignments via the web
Web Publishing Standards
· All work must be free of any spelling or grammatical errors. All student work must follow district published work guidelines.
· Documents may not contain any objectionable material. This includes religious, racial, sexual, violent or profane material.
· No unlawful copies of copyrighted material may be produced or transmitted.
· No names will be posted with student pictures. First name only will be posted with student work.
· There will be no personal reference made about staff or students (i.e., home phone numbers, addresses, names of other family members, etc.)
· Published e-mail addresses will be restricted to those of staff members.
· No advertisements or endorsements of any kind will be allowed or linked to.
· All District educational websites, including classroom and teacher sites, must be hosted on a district-approved site.
Responsibility:

· Edit and test teacher and student pages for accuracy
· Follow content and technical standards
· By posting on the district web, you are a representative of LISD. As a district employee it is the teacher’s responsibility to model the ethics and core values of Leander in any web postings by the teacher and/or students.

Web Publishing Approval Process:
1. All District level web pages must receive content approval from the Executive Director of School Community Relations or designee.
2. All campus level web pages must have content approval from the Principal or designee.
3. All non-campus level web pages must have approval from the Assistant Superintendent for Business and Operations or designee.
4. Any campus or department internet web page must receive approval of the Technology Director or designee.
Termination/ Revocation of system User Account
• The District may suspend or revoke a system user’s access to the District’s system upon violation of District policy and/or administrative regulations regarding acceptable use.
• Termination of an employee’s account or of a student’s access will be effective on the date the Principal or District coordinator receives notice of student withdrawal or of revocation of system privileges, or on a future date if so specified in the notice.

• The District's system is provided on an "as is, as available" basis. The District does not make any warranties, whether express or implied, including, without limitation, those of merchantability and fitness for a particular purpose with respect to any services provided by the system and any information or software contained therein.
The District does not warrant that the functions or services performed by, or that the information or software contained on the system will meet the system user's requirements, or that the system will be uninterrupted or error free, or that defects will be corrected.
• Opinions, advice, services, and all other information expressed by system users, information providers, service providers, or other third-party individuals in the system are those of the providers and not the District.
• Access to the Internet is provided on an as is basis. The Leander I.S.D., its Board of Trustees, agents and staff members make no representations or warranties, whether expressed or implied, of any kind with respect to the Internet, Time Warner or the L.I.S.D. network, or any information or software accessed or received by the user.
Leander I.S.D. will not be responsible to or liable to the user for any claims, losses, or damages the user may suffer as a result of these Terms and Conditions or access to the Internet, including without limitation any losses, claims, or damages arising from Leander ISD's negligence or the applicant's own errors or omissions.
The applicant agrees that this limitation releases Leander I.S.D. from any claims, damages or losses suffered arising from the use of this system. Use of any information obtained over this network is at the applicant's own risk.
• The District will cooperate fully with local, state, or federal officials in any investigation concerning or relating to misuse of the District's electronic communications system.
• Employees and students who are authorized to use the systems are required to abide by the provisions of the District’s communications systems policy and administrative procedures. Failure to do so can result in suspension or termination of privileges and may lead to disciplinary action.
